Trades can be working, materials can be arriving and progress claims can be submitted, but if activities are happening in the wrong order, the project can quietly accumulate delays, rework, variations and defects.

Construction is not a collection of independent activities. Every stage creates the conditions for the next. Structure affects services. Services affect linings. Waterproofing affects finishes. Procurement affects installation. Inspections affect whether work can be covered.

Construction sequencing is the planned order in which building activities occur so that work can progress safely, efficiently and logically.


A typical sequence might broadly follow:


Site Preparation → Excavation → Foundations → Structure → Building Envelope → Services Rough-In → Waterproofing → Internal Linings → Fit-Out → Finishes → External Works → Testing & Commissioning → Certification → Handover


Of course, real developments are rarely that simple.


Different levels may be at different stages simultaneously. Services need to integrate with structure. Façade works can overlap with internal trades. Materials may need to be procured months before installation.


The objective isn't merely to complete every activity.


It is to complete each activity at the right time so the next activity can proceed without unnecessary disruption.



Construction Program and Construction Sequence Are Not the Same Thing


A construction program tells the project team when activities are expected to happen.


Construction sequencing considers whether those activities can logically happen in that order.


A program might show plasterboard installation commencing next week.


But before walls are closed, are electrical and hydraulic rough-ins complete? Has mechanical coordination been resolved? Have required inspections occurred? Are penetrations and fire-stopping requirements addressed?


If not, starting plasterboard may create the appearance of progress while actually creating future rework.


For developers, this distinction is critical:


A busy site doesn't necessarily mean a progressing site.


Every Construction Activity Has Dependencies


Construction works as a chain.


Take a relatively simple internal wall:


Framing → Services → Inspection → Insulation → Linings → Setting → Painting → Fit-Out


If services aren't finished but the wall is closed anyway, it may later need to be reopened.


Now the developer potentially has demolition, replacement materials, additional labour, subcontractor remobilisation and program disruption.


The same principle applies across the entire development.


Complete waterproofing before all penetrations are resolved and the membrane may later be compromised.


Manufacture joinery before confirming site dimensions and it may not fit.


Install final flooring while heavy construction activities continue and it may be damaged.


Complete landscaping too early and construction traffic may destroy it.


Good construction sequencing doesn't only prepare for the next activity. It protects the work already completed.


How a Small Delay Can Become a Major Project Problem


One of the biggest risks in property development is the downstream effect of delay.


Consider a window package arriving two weeks late.


Initially, that appears to be a two-week procurement issue.


But if the building can't become weather-tight, internal works may be restricted.


That can delay linings.


Linings can delay waterproofing and tiling.


That can delay joinery and final finishes.


Those delays can then affect testing, inspections and Practical Completion.


Suddenly, the original two-week problem has influenced several months of downstream activities.

More often, the cost accumulates across the project through:


Rework → Lost Productivity → Remobilisation → Damaged Work → Variations → EOTs → Additional Preliminaries → Holding Costs → Delayed Completion


A subcontractor arriving before an area is ready may need to return later.


Materials delivered too early may require storage, protection and repeated handling.


Finished surfaces may be damaged because high-impact trades are still working nearby.


The scope hasn't necessarily changed.


The development simply costs more because the construction process became inefficient.


For the property developer, construction sequencing is therefore a financial management issue as much as a site-management issue.


Good Sequencing Protects Quality


Speed isn't the only reason sequencing matters.


Poor sequencing can also contribute to defects.


Construction needs to respect the conditions required for materials and building systems to perform correctly.


The principle of moving from wet works to dry finishes is a straightforward example.


Concrete, screeds, plaster, waterproofing and similar processes require appropriate completion and curing before moisture-sensitive finishes are introduced.


Likewise, waterproofing shouldn't be rushed simply because tilers are waiting. Joinery shouldn't be installed before relevant floor levels are established. Final painting shouldn't be completed while destructive works continue around it.


Accelerating the wrong activity can sometimes make the overall project slower.


The fastest construction sequence isn't necessarily the one where everything starts as early as possible. It is the one where each activity starts when the project is genuinely ready for it.


Procurement Must Follow the Construction Sequence


Good sequencing extends beyond the site. Windows, lifts, switchboards, joinery, stone, façade systems, mechanical equipment, appliances and specialist finishes may have significant manufacturing and delivery periods.


These items need to be incorporated into the project program well before installation.


If windows are required on site in September and procurement takes twelve weeks, the process may need to begin months earlier to allow for:


Shop Drawings → Review → Approval → Manufacture → Delivery → Installation


A construction program can be perfectly sequenced on paper and still fail if the materials required to execute it aren't available.


Long-lead procurement is therefore part of construction sequencing—not a separate exercise.



More Trades on Site Doesn't Always Mean Faster Progress


There can be pressure during delayed projects to simply increase the number of workers on site.


But construction doesn't necessarily work that way.


Hydraulic, electrical, mechanical, fire, plastering, waterproofing, joinery and finishing trades often need access to the same areas.


If too many subcontractors are working over each other, productivity can actually decrease.


Access becomes restricted. Completed work gets damaged. Trades interfere with each other. Quality suffers.


Good sequencing creates deliberate handovers between trades and work areas.


Productive workflow matters more than simply having a crowded site.


Inspect It, Certify It, Then Cover It


One of the most important construction sequencing principles is knowing when work must not proceed.


Certain elements need to be inspected, tested, photographed or certified before subsequent construction conceals them.


This may apply to structural elements, waterproofing, services, fire-stopping and other compliance-related work.


The preferred sequence is:


Complete → Inspect → Rectify → Certify → Record → Cover


Not:


Complete → Cover → Try to Find Evidence at the End


This becomes particularly important when preparing for an Occupation Certificate.


Compliance certificates should be progressively obtained as the relevant work is completed. Leaving certification until Practical Completion can create unnecessary delays when trades have left site and concealed work can no longer be easily inspected.


Construction Sequencing Doesn't Stop at Practical Completion


The final stages of a development often become some of the most congested.



Painters, electricians, plumbers, joiners, cleaners, landscapers and defect contractors may all be trying to finish simultaneously.


Completion itself therefore needs to be sequenced.


A typical pathway may include:


Construction Completion → Testing & Commissioning → Compliance Certificates → Defect Inspection → Rectification → Final Cleaning → Final Inspection → Occupation Certificate → Handover


For property developers, there may then be additional milestones such as strata or subdivision registration, settlement, leasing and debt repayment.


This is why the developer's commercial completion date can be very different from the date the builder considers the physical works substantially finished.



How Can a Superintendent Assist With Construction Sequencing?


There is an important distinction here.


A Superintendent generally isn't responsible for telling the builder how to construct the project, manage subcontractors or determine its construction methodology, unless the particular contractual arrangement provides otherwise.


Those responsibilities remain with the contractor.
